Step 1: Form Your Business Entity
Register with the New York Department of State, Division of Corporations. Most carriers choose an LLC for liability protection. Filing fee: 200 dollars. Publication requirement: New York LLCs must publish formation notices in two newspapers in their county of formation for 6 consecutive weeks. Publication cost: 500-2,000 dollars depending on county (Manhattan is the most expensive).

Step 4: Get Insurance
Insurance must be in place before FMCSA activates your authority. New York has unique requirements.

Key Differences from Other States

Step 5: Highway Use Tax (HUT)
New York imposes a Highway Use Tax on trucks over 18,000 lbs operating on New York highways. This is separate from fuel taxes and tolls.
