What Is UCR and Why Do I Need It?

UCR is mandatory for interstate carriers

The Unified Carrier Registration (UCR) is a federally mandated annual registration for motor carriers, brokers, freight forwarders, and leasing companies that operate in interstate or international commerce. It replaced the old Single State Registration System (SSRS) in 2007. If you cross state lines with a commercial vehicle, you need UCR.

Fees are based on fleet size

UCR uses a bracket system based on the total number of commercial motor vehicles you operate — including owned, leased, rented, and contract vehicles. The more vehicles in your fleet, the higher the bracket and fee. Brokers and freight forwarders with zero vehicles still pay the minimum Bracket 1 fee.

Registration window: October 1 – December 31

UCR registration typically opens on October 1 for the following year. You can register through your base state's UCR website or at ucr.gov. Many states begin enforcement on January 1, so registering during the open window avoids any lapse in compliance.

What happens if you don't register

Operating without UCR registration can result in fines, citations during roadside inspections, and even out-of-service orders that shut down your trucks until you comply. Many states check UCR status during DOT inspections. The cost of non-compliance always exceeds the registration fee.

UCR vs. Other Registrations

UCR is an annual fee based on fleet size for interstate carriers. IRP (International Registration Plan) is for apportioned registration of your vehicle plates across states you operate in. IFTA (International Fuel Tax Agreement) handles quarterly fuel tax reporting across jurisdictions. BOC-3 is the designation of process agents filed with FMCSA. Each serves a different purpose — and you likely need all four if you operate interstate.
